City Provides Only One-Third of the Funding to CBO-Run Pre-K Programs, Compared to What It Spends on its Own Programs — DOE Spending Is $30,130 Per Student, While CBOs Get $9,846 Per Child

New York, NY — In an open letter, Success Academy CEO Eva Moskowitz criticized Mayor Bill de Blasio for inadequately funding the independent community based organizations (CBOs) that serve more than half of the city’s pre-K students. CBOs receive “a measly $9,846 per child, just a third of the whopping $30,130 per child that the City spends on its own programs.” While the state provides equal funding to Department of Education and CBO pre-K programs, the difference, Moskowitz points out, is that the City spends more than $20,000  of its own money on DOE-run pre-K programs and virtually none of it on CBO programs. Thus, CBOs are being shortchanged by hundreds of millions of dollars annually.

Letter to Mayor de Blasio: Why Deprive CBOs of Their Rightful Pre-K Funding?

Dear Mayor de Blasio,

One of the signature accomplishments of your and Governor Cuomo’s administrations is the dramatic expansion of pre-K programs. As the leader of a school that admits thousands of kindergartners every year, I appreciate the importance of this development. However, there is an enormous flaw in how the City is administering this program.

Success Academy regularly visits pre-K programs run by community based organizations, who advise us that the funding they receive is completely inadequate: a measly $9,846 per child, just a third of the whopping $30,130 per child that the City spends on its own programs.

There are many victims of this inequitable policy. First, and most importantly, there are the children in these programs. Despite the heroic efforts of the CBOs that run these pre-K programs and the educators they hire, this patently inadequate funding inevitably has an adverse effect on the quality of these programs. Second, the educators in these programs are victims of this policy. It is virtually impossible for these CBO’s to pay their employees a living wage given the meager funding they receive. And finally, the CBO’s are victims of this policy since they are forced to make a Sophie’s choice between either shortchanging their pre-K students or dipping into funds they need for other important community programs they run.

Here are some of the CBO’s I’m talking about:

  • Grand Street Settlement: This organization, which was founded in 1916, provides services and housing to the elderly, helps adults find jobs, and provides free classes in English as a second language and other subjects. It also runs a pre-K program.

  • The Chinese American Planning Council:  This organization, founded in 1965, aims to promote the social and economic empowerment of Chinese American, immigrant, and low-income communities. It is the nation's largest Asian American social services organization. It provides jobs training, services to the elderly, and help with applying to entitlement programs. It also runs five pre-K programs, including the Garment Industry Early Childhood Center and the Chung Pak Early Childhood Center.

  • The Children’s Aid Society:  This organization was founded in 1853 to provide lodging houses, fresh air programs, and schools to support an estimated 30,000 poor and orphaned children living in the city’s streets. Today, it provides numerous programs to address children’s health and nutrition, foster care, domestic violence prevention, and family stabilization. It also runs 11 pre-K programs.

  • Storefront Academy: This famous school was founded in 1966 by Ned O’Gorman, an award-winning poet, author and community activist. Today, it runs two schools, one in Harlem and one in the Bronx, and also runs pre-K programs.

  • The Dominican Women's Development Center: This organization was created to contribute to the empowerment of the Dominican/Latina community and other women and families who reside in Washington Heights/Inwood. It provides programs in health, English as a Second Language, and GED preparation. It also runs two pre-K programs.

  • Friends of Crown Heights: This organization, founded four decades ago, was one of the first multicultural community based organizations established in the predominantly working-class neighborhoods of Central Brooklyn. Today, it is among New York’s largest and most comprehensive providers of group day care, universal pre-K and after-school programs in some 15 full-service centers across the borough of Brooklyn and beyond.

  • Chickpeas: This is a parent-run cooperative preschool established in 1981 in South Park Slope Brooklyn. In addition to offering a paid pre-K program, it also offers a free universal pre-K Program.

Organizations like these are so important to the fabric of our communities. They bring not just a commitment to education but also an understanding of the needs of the communities they serve. If the City adequately funded pre-K, it would strengthen these organizations. Instead, the City undermines them by forcing them either to dip into their general funds or shortchange the teachers they hire and the children they serve.

A recent report by the Hechinger Institute described the incredible challenges facing independent pre-K providers, citing the example of the Little Sunshine School in Brooklyn. As Brian Wong, its founder, explained:

“My biggest worry now is attracting and retaining quality teachers, and it’s so hard because, compared to what public schools can offer them, there’s absolutely nothing we can do.”

Since so few applicants respond when he posts on the Department of Education job board, Wong now hunts for teachers on Indeed and Craigslist. “We are just a first stop for teachers on their way to careers at more established public schools,” said Little Sunshine educational director Keisha Flores. “So even if we find someone who is really qualified, you just can’t feel secure that they’ll stay beyond a year. Their main focus is getting to a public school with all the benefits and supports.”…

“I believe in salary parity, end of story. Equal pay for equal work,” said Ellen Frede, former co-director of the National Institute for Early Education Research at Rutgers University… “Something needs to be set up so there’s equilibrium, because all children matter, wherever they’re educated.”

I should note that this is not an issue of state funding. The state provides equal funding to DOE and CBO pre-K programs. The difference is that the City spends about $16,000 of its own money on DOE-run pre-K programs and virtually none of it on CBO programs.

I realize that the DOE has made some superficial efforts to deal with these funding disparities. For example, in 2015, the City spent about $6 million on hiring and retention bonuses for independent pre-K teachers. This is mere window dressing, however, given that independent pre-K providers, who serve more than half of the city’s pre-K students, are being shortchanged by hundreds of millions of dollars annually.

It is time to provide parity in funding to the City’s independent pre-K programs for the benefit of the organizations that run these programs, the educators that work in them and, most importantly, the 46,000 children they serve.



Founded in 2006, Success Academy Charter Schools are free public K-12 schools open to all children in the state through a random lottery. With 47 schools across Brooklyn, the Bronx, Manhattan, and Queens, Success Academy enrolls 17,000 students, primarily children of color from low-income households in disadvantaged neighborhoods: 74% receive free or reduced-price lunch, 94% are children of color, 16% have disabilities, and 8% are English language learners. Success Academy schools received more than 17,700 applications for 3,288 open seats for the 2018-19 academic year.
